说明：  基于模拟退火算法的优化算法，用于搭配其它算法（贪心算法等）迭代使用，用于有现容量的Facility_Customer 最佳分配问题，使用时变量为设备容量，设备成本，用户距离，用户需求。降温指数为0.96，降温次数为200，迭代次数为200。(The optimization algorithm based on the simulated annealing algorithm is used in combination with other algorithms (greedy algorithm, etc.) for iterative use.
