该模型是基于实地测量的即以准平坦地形、大城市市区的中值场强或路径损耗作为参考，对其他传播环境和地形条件等因素分别以校正因子的形式进行修正，用来预测地面移动系统信号的强度。其频率适用范围是150MHz到1000MHz的UHF/VHF频带。目前使用的主要频段资源为800~900MHz。这一频段，在相对平坦区域，一般可应用Okumura-Hata传播模型。Hata提供了对这些数据的解析逼近，并捕捉到大部分的主要影响(The model is based on field measurements of the quasi-flat terrain, large cities in the urban field strength or path loss values as a reference for other dissemination of environmental and topographic conditions and other factors correction factor respectively in the form of amendments to be used to predict the ground mobile systems the signal strength.
