说明：  本例程通过matlab提供的simulink水轮机程序，做了改动，调整了部分参数，并且增加了借阅，模仿水轮发电机组一次调频过程，值得借鉴(Through the Simulink turbine program provided by matlab, the routine has been changed, some parameters have been adjusted, and borrowing has been added to imitate the primary frequency regulation process of the hydro-generator set.
