在JPDA算法中，首先按照多目标跟踪门之间的几何关系，划分为多个聚。在每个聚中，任何一个目标跟踪门与其他至少一个目标的跟踪门之间交集非空。JPDA算法依次处理每个聚中的目标与量测。(Multi-target tracking applications in information fusion)
