计算YUV文件的PSNR值，分别计算Y分量，U，V分量的PSNR值，还有宏块级的PSNR值(PSNR value calculated YUV file)

该程序可以对雷达回波数据进行处理，分帧画出数据的幅度分布图和相位分布图。(The procedure can be processed radar echo data amplitude of the data sub-frame to draw maps and phase distribution of Fig.)
