读取webbrowser 中的 cookies 到 httpwebrequest，并实现采集实例下载

用vc实现邮件传输功能，主要采用winsock实现传输过程。有利于熟悉网络编程。(achieved using vc mail functionality, mainly winsock achieve transfer process. Help familiar with network programming.)

说明：  为解决实际测控系统中在控制中心的上位机和控制功能设备的下位机之间传送命令和文件的问题,在讨论VC++6.0中MSComm控件的基础上,通过制定通信协议、给命令和文件加入标识构成包进行传送,从而正确地区分了命令和文件.实验表明,基于该通信协议,可以成功地传送命令和多类型文件.
