说明：  实现三维激光扫描的点云数据实现径向基函数隐式曲面表面重建(Surface reconstruction)

wincc 数据库 把数据下载到数据库中，数据库，简而言之可视为电子化的文件柜——存储电子文件的处所，用户可以对文件中的数据运行新增、截取、更新、删除等操作。(Wincc database downloads data to the database.In short,the database can be regarded as an electronic filing cabinet,where electronic files are stored.Users can add,intercept,update and delete data in the file.)
