代码说明：
本程序用matlab编写，主要是为解决IEEE40节点电力负荷分配问题而想的一种算法。我把该算法命名为水桶法，是受一桶水的高度总与这个桶的最短一块木板齐平的原理，算法每次迭代把功率分配给需要最小消耗的机组上。(This program with matlab, main is to solve the IEEE40 node power load distribution and think of an algorithm.
