说明：  设计功能： 1.实现通过按键中断来控制LED的循环闪烁，分为3种速度循环闪烁。 2.实现定时器的相关功能和PWM信号的生成，当按键中断到来时，实现在开发板的GPIO口改变PWM信号的占空比，以此PWM信号控制电机的运转速度。 3.实现通过虚拟串口发送当前电机信息的功能，每当按下按键后，开发板将电机的转速等级和此时控制电机的占空比通过串口发送到计算机的串口程序中。(Designing function: 1.
